That is supposed to be the default mapping. See the Kermit FAQ:

If it wasn't mapped this way by default before, then this was
probably corrected in a recent edit. In any case, that's just the
*default* mapping (which corresponds to a real VT terminal).
There are many ways to override the default mapping, the most
straightforward being to check the appropriate box on the keyboard
page of the Dialer entry for the host in question.
